A highly jpg compressed 160*80 picture is about 1.2k At 5 frames/sec this is 6kb/sec. By using the P and I frames concept this could maybe be lowered to 3kb/sec. Adding voice results in 4.5 kb/sec. This is doable with today's modems, but snr requirement and BW will be high, picture resolution very low.
