Because many stations fall within ones skip and are thus not heard. When you call in phone while for instance a countryman is already calling CQ, this does not dramatically interfer with that other station's CQ in SSTV. And his picture/call will still be readable. But when for instance two Italians start calling CQ in SSTV together it arrives as spaghetti in the Netherlands... ;-)
