No, video ID just sends your callsign out as a light grey/dark grey 'image' at the start of each transmission. RSID transmits a standard code which warns other users what mode is coming next and, if their software allows it, changes the received mode to that being transmitted. A bit like in SSTV where the receiving software can change to the SSTV mode being sent and decode the picture in that particular mode.
