Location : San Diego, CA 92130 Duration : 6 months (long term - potential extension or contact to hire) Citizenship Status: US Citizen preferred; Green Card will be considered Security Clearance Required: (AFIS Finger Printing and Background Check) NOTE: Candidates must have at least 5 years proven experience in business and functional analysis for Customized or COTS implementation IT applications with at least 2 years in state and local public sector projects Description of the position Act as a senior business/functional analyst on projects, independently leading requirements, gathering, analysis and production requirements deliverables like Requirements Specifications, RTM and collaborating with the design, development and test teams to ensure the delivered application conforms to documented requirements. Job Responsibilities: 1. Capture Client Requirements and produce Business, Functional, Technical, Interface and Reports Specifications, business process and functional designs. 2. Timely Delivery of all Requirements Deliverables and Milestones and support the Delivery Leader for other deliverables across the SDLC 3. Lead Requirements Management and Traceability 4. Assist the PM in scope and change management 5. Liaison between the business users and technical teams 6. Coordinate with technical and delivery teams for development and testing 7. Conduct UAT 8. Support Go-Live 9. Provide status updates and progress 10. Develop a good client relationship 11. Participate in the preparation of proposals and SOW, analysis estimates, work and staffing plans for requirements phase of a project. Skills Required: MUST HAVE SKILLS • List required skills – be very specific • 5 Years as a Sr. Business Analyst • 2+ years in the Public Sector Years • HHSA experience a plus • Sr. BA with strong understanding of Software Development Life Cycle, Custom Application and COTS implementations. • Understand Milestone driven delivery and experience in leading development of key functional requirements and functional design deliverables including FRS, SRS, RTM under minimal supervision. • Ability to Lead requirements as well as be part of a bigger project team working with other disciplines like application development/ configuration and testing, acting as a liaison between the end-users and the technical teams ensuring the application is developed to defined client needs. • Experience in conducting UAT processes with client teams • Understand Rapid Application development methods as well as PMI driven systems delivery. • Experience in Effort estimation, SOW’s and proposals • Ability to analyze and improve business processes and define function models and produce requirements specification. • Execute Requirements Management, Requirements Traceability, Scope and Change Management • Strong Written and Oral Communication Skills • Facilitation of Requirements/JAD sessions a plus.
