I'll attach pci device output below, but before that let me tell what i did.

Suspecting that my card wasnt probed by driver, I've went cheking on radeon and r200 drivers source.

I've realised on radeon driver (for 0.9.22) it is checking on FB_ACCEL flag on fb.h. Although i have double checked i have ati constant defined in fb.h, it seems driver was skipping it. To try out, i simply hacked that check in probing function and when i recompile the driver, it loads (without burning up anything) and it works.

Of course, it is not the correct way and i still have a problem. flipping a surface on a window(a lut8 surface) is very slow (up to 7 ms on 32 bit depth and 4 ms on 16 bit depth).

I've looked at r200 driver, although my chipset is defined as "5962" and available in /proc/bus/pci, it is not probed as well.

Anyway, I am able to force radeon driver to load, but it is not the correct way. when i want to draw to overlay layer, i get no image at all, and flipping some kind of surfaces are slow. Just as a side note, i am using flipping because i write to the surface directly after i lock it. And reasong for lut8 surface is, image that i am suppose to display on surface is a monochrome 8bpp image directly taken from camera buffer.

by the wayI am able to hit 290 fps for 320x240 image size on  i810 card with p3-800.
