From which place did you get this line ?
TVon=0 should enable TV-out ? Thats new to me.
If you want TV out to be enabled, you'll need TVon=1 on the insmod command-line, or you'll need to change the line:
static int TVon __initdata = 0;
to
static int TVon __initdata = 1;
