I'm cool with all this.  The logic seems simple and the rules are :

1) dirvish_expire will not delete the last remaining backup in a vault
(i.e. is will not leave an empty vault)

2) dirvish_expire will delete the most recent backup in a vault if the
backup rules used to create that backup say it is ready to delete. (i.e.
the most recent backup is ready to delete and there are older backups in
the vault that have not been deleted).

Seems pretty simple to me ?

I just changed the rules a bit so that case two does not occur.
