Are you just building in the directory 'volk'? If so, there isn't
anything to put in Python. It just generates the library; there's no
install Python scripts or swig.

I build from the top level gnuradio.
I found under volk/python there is a qa_ code that import volk_swig
and obviously that does not work.
so there is no swig wrapper for volk yet. right?
