I can't tell you why I'm attracted to the idea. Every since the
internet became more than a talking point, i've dreamed of a
networked cb radio where chaos and camaraderie intermix.

No, I think he literally means virtual radio over the internet, with I/Q
samples being multi-cast all over the place.
Can't think why this would be useful as anything other than an algorithm
testbed for people without access to actual, over-the-air, signals.
