I assume you use a N2x0. UHD tells you that the requested sample rate is not supported and even exceeds the connection capacity. Then the resampler does upampling by a large factor which will feed the flowgraph with the wrong sample rate. 'samp_rate' specifies the rate the decoder flowgraph expects for your configuration.
