Python usually doesn't look for packages in /usr/local/....
That can be changed, of course.
However, maybe you should consider installing pybombs somewhere else.

For example,
    pip install --user pybombs
or
    pip install --user PATH_TO_YOUR_PYBOMBS_CLONE_OR_TARBALL
should work nicely.
