LDPC Decoder block API change

Does anyone use the LDPC Decoder block? PR
https://github.com/gnuradio/gnuradio/pull/6748 will remove a param,
changing the API. Normally we wouldn't do this, but best we can tell, the
block is currently broken and unused.
