Not sure if it really is the problem, but passing --no-create to
configure usually produces confusing results. You are running all the
tests but no output files are being created (or updated in your case).
I ended up running "./configure" again in base and it worked now. Very
strange, ./configure.status --recheck && ./configure.status usually
always worked for me in the past dozen years!
Anyway... it points to something dirty, not really a problem.
