One aspect not yet mentioned is that WindowMaker also creates and uses
~/GNUStep. See: [ http://windowmaker.org/FAQ.php?chapter=3#73 ]. It's a
well-intentioned misappropriation.
Given that there is at least some WindowMaker activity going on again, any
attempt to change or develop advice for distribution maintainers ought to
coordinate with those guys, else GNUStep will get blamed for creating the
directory anyway when WindowMaker is involved.
It is still a great, lightweight window manager for those of us that have to
work remotely over X11.
