For a clean build or a distclean it is not necessary. I think it is more people tracking SVN. It is useful if you have your configure changed: make reruns it with the same arguments. It is a rare event working in a tarball and in such case probably the user should know.
I don't think you need a new release, also this is a nicety we did not have in the past release anyway.
