All browsers I know of can open and display html stored on the local machine 
without a http server (file:/path).


Including... Vespucci with SimpleWebKit is capable of browsing the gsdoc generated documentation of GNUstep! Yay!

there is also HelpViewer which I think is still RTF based, but I don't know where it is and if it still works and if it is complete.
