Configurable at compile-time is not a valid option for most Linux users.

Similarly, are you saying that Flatpak packages cannot be made with GNUstep 
applications?

Right now, Flatpak is the de facto standard for distributing applications in 
the stores of the most popular distributions.

It will be difficult to attract the attention of developers under these 
conditions.
