All of your ideas centre around RSP A giving away the domains to RSP B..
I see that most RSP to RSP transfers would be that Customer wishes to change
RSP, therefore it is customer initiated.. Reasons could be many, like bad
service, better rates, know RSP B or RSP A goes bust.. But it is still
customer initiated and should NOT be reliant upon RSP A giving away their
income..
