If you want to upgrade "cars.on.ca" to "cars.ca"

You must make sure that no domain "cars.ab.ca" or "cars.ab.ca" also exists.

Rather than play referee between "cars.on.ca" an "cars.ab.ca" to see who 
gets "cars.ca" it appears that CIRA has made a rule that as long as another 
provincial domain exists, you can't upgrade it.
