No, not until they are accepted and approved by CIRA sometime on, or nearly 
after November 1st.

Consider "advance-registration" the same as being on a waiting list.  There 
is no guarantee you'll get it.

Here's an example:

a) User Advance-Registers "helloworld.ca" on Sept 19

b) Another person registers "helloworld.ca" under the existing UBC Registry 
rules (since they own a trademark for the name helloworld)

c) On November 1st, the first User's Advance-Registration is DENIED.
