Let's add this to the fray..

Customer A has an existing provincial name, and CAN'T upgrade with 
openSRS because someone else has a NEW domain request in the openSRS 
queue.

It's my understanding that UPGRADES should take precedence to NEW names.

Checking with webnames.ca, and cdnnet confirms that the .ca version 
of the name is currently available.
