Only horror stories I have heard like the above are from people who
committed Referral fraud to get the $5 referral fees by referring
nonexistent people, or people who had no idea what Paypal was. And
you have to have REALLY abused them for them to turn on you. They
only go after the most gross offenders.
I do several hundred dollars of business through them ever month,
without a problem. Their business/premier accounts have a feature
called webaccept which you can use as a 1-step payment option for both
new paypal users and existing paypal users, so they don't have to go
through multiple steps to make the payment (like Signup, confirm, then
go login and pay, etc). It's all reduced down to one step for your
users when you use webaccept, and webaccept payments do not counts
against the customer's "limits" on Credit Card funded transactions.
If you look at the URL they give you for the web accept, you will see
how easy it is to dynamically generate the web accept URL as a part of
your scripts.
