.ca upgrade now that domain will not be blocked

What is the procedure and will there be a charge for my customer to upgrade
her .on.ca to the .ca now? (the .mb.ca has not pre-registered, so it should
free up the .ca). I understood she would get first crack at it? How is that
to be accomplished? Will she be sent something offering it to her? Does she
register as normal on my site? Is there a charge? If she is able to upgrade,
she doesn't want the .on.ca anymore.
