Question about ON-HOLD-LOCK status for OpenSRS/list.

Hi,

Can anyone at OpenSRS or from the list enlighten me about the following:

   After a domain is registered, can it be put ON-HOLD-LOCK even 
   before a infringement case is officially registered at one of the
   arb forums? Does the registrar have to acknowledge ICANN or NETSOL's
   request without question, if the domain is not registered with
NETSOL?

I would like to understand how and when the registrar gets the go 
ahead to put a domain under LOCK status?
