What do you mean, an ISP updating their nameservers?

An ISP doesn't need to update their nameservers for new domains to be
resolvable.

If it is a new domain, as soon as it shows up in the gtld-servers, it
will be resolvable.  If it is a change in nameservers, then the
previous nameservers may have set a longer than normal TTL, and that
may be causing the user's ISP to be giving old information.

Eventually it will expire.  If they are with a small ISP, you may be
able to convince them to restart named and flush their cache.
