Transfers charges: when ?

Hi,

I'd like to know when is a transfer charged to our account in OpenSRS when
using the RSP interface ?
1) When the transfer is ordered
2) When the transfer succeeds
3) other ?


Also, if a transfer fails, in the case the answer to the previous is 1), is it
reimbursed ? when ?
