Test system login failure

The Test system web interface is giving an error
"Cookies must be enabled to login."

I've changed nothing on my end and I've tried logging in with three
different browsers, all with cookies enabled.

Anyone else experiencing this or, like Chuck sometimes says, is it just the
weather?  Current time is about 1.25am GMT.
