Not according to Tucows.  According to Tucows, your client owns the domain,
whether your client pays you or not.  Or if after paying you, they do a
charge back and get their money back, they still own the domain.  Tucow may
suspend the use of the domain by your client, but the client still owns the
domain name. (Or Tucow effectively owns the domain at that point, since they
take control of the domain and prevent it from being used.  Which is why I
think it would be an interesting court case, seeing them explain how they
have the authority to revoke the use of the domain for fraudulent payment to
the RSP when Tucow received their payment but not the authority to return
the domain to the person that paid them for it, who actually received the
fraudulent payment.  It still appears that Tucows is trying to argue both
sides of the fence here.)

Tucow gets paid, your client may or may not get to keep the domain, but all
you get is the shaft.

Apparently, Tucow feels that it's responsibility is to the person who's name
is on the domain when it is registered, not to their resellers who paid them
for the domain.
