The point is that you must have control over some number of static IP
addresses.  Obviously, if your upstream provider assigns a Class C to you,
then you are responsible for how you use them.

Common sense should be applied.  If I lease my hardware, am I excluded from
this program, since I don't technically "own" it...of course not.  That
would be stupid.

If you have to own your own IP address that excludes most web hosts, who
obtain them from their upstream providers or NOC's even if they own their
own equipment.
