Launch PPM, then issue the command "INSTALL DBI"

Does anyone have any instructions on how to install the DBI.pm module for
Perl on Windows 2000? I am building a billing interface for my OpenSRS
installation and I need to dbi.pm. I cannot find the module anywhere and I
don't know how I would install it.
