Actually couldn't be further from the truth. Ken Fockler was the original
President of CAIP (Canadian Association of Internet Providers) and spent
years fighting Bellheads on behalf of ISPs with great success. CAIP was/is
the most effective ISP lobbying group going and is the envy of the US ISP
Industry Associations for its effectiveness.

IMHO alot of the success of the Internet in Canada today (highest broadband
penetration, near-highest penetration in total, 2nd lowest prices (to
Finland) for access) are a direct result of the early CAIP work and that
done by the more militant splinter group RISC (Responsible Internet Service
Comapnies). RISC was sort of the radical wing of CAIP sent out for the more
difficult and impolitic missions.

Anyway, Ken always fought the good fight and still is as far as I can tell.
