We have recently been having difficulties with transfer with domain names 
registered through domainzero.com (through enom.com).  The domains are 
locked when they are registered.  enom.com says that you can login via 
their domain management to unlock the domain for transfers.  
Unfortunately, domains that are registered through domainzero.com can't 
login via the enom.com interface (probably a different login id).

We wrote to domainzero.com support asking about this and received the 
following response:

>As outlined in our Terms of Service all domain names registered through
>DomainZero.com must remain registered with Network Commerce for one entire
>year.   Upon reaching the expiration date, domain name owners have the
>choice of either allowing the domain to expire or renew the domain name with
>us for additional year at $24.95.  Once you have renewed your domain name
>for at least one year, the Registrar-Lock will be removed from your account
>and you will be free to transfer the domain name to another registrar, and
>Registrar-Lock will be removed from your domain name. 

I looked through their domain registration terms of service, but could 
find no reference to this.  The only thing I found that meantioned 
registrar transfers was the standard 60 day rule.

Can they really require that the domain remain with them for one year?
