I received these e-mails after a transfer to OpenSRS from TotalNic was
denied by TotalNic without explanation. This sounds like complete cow
shit. Is the whole transfer system just optional for registrar? I thought
it was mandated by ICANN?

The first reply was rather vague:

The second reply has more details. BTW, I am in the US. What validity does
a US notarized document have overseas? Is this just a convienent policy
to make sure no one ever transfers domains from their registry?
I've already been forced to renew through them for a year. I need to
transfer
the domain in question simply because their management tool does not work
and dealing with them has been a complete pain in the ass. All the contact
info including email addresses are all valid and current yet I still have
to jump through these hoops?
