It's a lottery --- lotteries are subject to laws. If you make the price
free, you'll suddenly have 10,000,000 fake people signing up from
China.

There *is* currently a FCFS system, but it happens at the REGISTRAR
level, where there is currently ample competition between different
business models.

The proposal would eliminate that, and replace it with a system that
would operate as a monopoly at the REGISTRY level, giving Verisign
greater profits, and destroying all the registrars fairly competing
presently at the registrar level, who have been coming up with numerous
innovative options and solutions to offer to consumers. WLS would
eliminate all choice.

Verisign already owns .cc and .tv. They don't own .com/net/org, yet!
