I was explaining why it was setup this way.  Registrars have the right
to block transfers starting on the date of the anniversary, but some
do permit them past that point.  In any event, I think it would be
smart for all of us to warn customers that if their domain renewal
took place in the last 45 days they are risking not getting what they
paid for.

Some registrars, including NSI in the past, have also withheld future
domain years from the registry that the customer has paid for, adding
them only as the time comes up.  That is another way customers lose
something they paid for during the transfer process.  Fortunately this
has been VERY VERY VERY rare.
