Here is how it works -

- new registrations can not be transferred between registrars in the first 
60 days - registry restriction
- new registrations can not be transferred between OSRS resellers in the 
first 60 days - OSRS restriction
- new (successful, completed from another registrar) transfers can be 
transferred between registrars at anytime
- new (successful, completed from another registrar) transfers can not be 
transferred between OSRS resellers in the first 60 days - OSRS restriction
