this turns out to be simpler than I thought. Sorry for the false alarm. Apparently the RSP was hacked and took their one or two DNS servers down as a consequence. The phone number that was out of service was supposed to have been cutover to a different phone company (GT -> Telus) but the new company has been swamped and unable to provide service. We did manage to get through to the RSP through a toronto number forwarded to a cell phone... :-) Still I'd be curious to know if that is the official answer. It makes sense...
