It was an opinion call, we didn't want to remove it if some people
weren't ready to change
to the new certs process yet.  We plan to remove it in
January/February.  Until then, just
point to the reg_cert.cgi instead.

Additional instructions to repoint the form:

In the templates/reg_system/ directory there is a file called
cert_request.html which you can edit to point to the new URL
This one does the trick, you have to change the path to your CGI
in the "FORM ACTION" part below.
