In many cases the car is in storage and they don't notice the engine is missing. Then they see somebody else driving the car around the block, discover they lost it for not paying the storage fees and get upset. :)
The only sure method is to telephone each registrant prior to expiration. Which is too time consuming and expensive for the product and thankfully is not a requirement.
