I dont have much of a clue on these issues either. It doesn't stop me being orgnised and methodical enough to run a domain name registration business. When people ask me how I can work in this industry with no technical background I just refer them to Easyjet.com which was founded by someone who cannot fly an aeroplane. Like Easyjet, I hire people who have that knowledge. The ITU at least has structures in place to take on an operation of that complexity. I am not saying it woul dbe good or bad at it, just that its capable. The other advantage of the ITU would be that it is international. Any international body would be preferable to a US based one if the TLD's are to be considered truly global.
