This is already issued.
An email is  sent to the tag holder which contains the old and new
registrant information.
Its just s aquestion of Tucows setting up to parse this and add it into
their database.
I understand the Tucows .uk system is having  alot of work done on it which
is probably
why this has not been done yet.
