It's not so much of a VeriSign thing as it is an encoding rule passed down
from RACE and now punycode. In punycode registrars MUST pass to the registry
1 language tag with each IDN registered, hence no two code points can be
combined together.

Documentation is available to registrars and focuses heavily on the RRP
protocols interpretation of the punycode requirements, so I don't think that
would be much help to you. You might find the punycode RFC's of assistance:

RFC 3490, 3491, 3492 & 3454

As I remember from past experience Verisign seems do not allow to register
domains in different character sets, i.e. Hiragana and Cyrillic symbols
within one domain name.
Am I right ? Can someone point me to official statement from registry about
this ?
