Sergei, It's not so much of a VeriSign thing as it is an encoding rule passed down from RACE and now punycode. In punycode registrars MUST pass to the registry 1 language tag with each IDN registered, hence no two code points can be combined together.
Documentation is available to registrars and focuses heavily on the RRP protocols interpretation of the punycode requirements, so I don't think that would be much help to you.
