Nothing strange at all. You don't get 25Mb/s from FiOS. You don't get 7Mb/s from DSL. You get UP TO 25Mb/s from FiOS and UP TO 7Mb/s from DSL. With a T1 you get 1.544 Mb/s symmetric. Not "up to" 1.544 Mb/s. You get 1.544 Mb/s. All the time. Guaranteed.
The T1 premium has a higher tier SLA than FiOS and DSL. That comes with priority on repairs and recovery from outages.
While you're at it, take a look at T3 (DS3) pricing. You may be able to get T3 service for not much more than the T1. It'll probably cost 5-10 times what FiOS would cost, but like the T1 you get the higher tier SLA and guaranteed throughput.
I don't know what this "fibre ethernet" thing is. FiOS installation includes a fibre to Ethernet bridge, typically via the Actiontec gateway. That's probably what these tenants are really on about.
I've never seen Comcast's business service in operation (that I know of). Given my experience with Comcast residential service I wouldn't give them any money.
