Personally, I don't think the cops are going to start giving out tickets on a mostly empty lot. The parking change came when people with valid Hayward parking permits could not park at E-51. If I remember correctly there is free parking on Memorial drive. There is also garage parking at 1 Memorial Drive (NERD center). Because of construction the metered parking on Amherst St is not available.
