After the list of kernels is presented, I select the kernet (currently 5.3.7), and it immediately goes back to the post screen. In my case I have an encrypted file SSD file system, but reading the Fedora forum, apparently the 5.3.8 kernel solves the problem. Since this is prior to even the encryption pass phrase prompt no logs are available. The 5.2 kernel boots fine. The laptop is a Dell XPS 13 touch screen with an Intel core I7. I'll post another message after I install the 5.3.8 kernel.
