In other words, we need the graphics to be anchored as a character. I know LibreOffice can do this, but it is not the default behavior, and to fix it after inserting a picture involves a lot of work:
You may have a look at styles for graphics. You can create styles with all kind of settings - see the documentation that is pointed to. Also handy: the context menu (right mouse button) gives immediate access to the anchoring (and other settings).
