But do not forget that LibreOffice is free software*, you can always hack your own patches, try to raise a bounty and engage new developers or something else... About the ODF format, there should be a process at OASIS and ODF TC how to participate. But it would probably be more effective if there is a working code for the proposed features, not just a tagline "let us do it".
