Carl and I chatted (both on twitter and via email).

He agrees that it isn't perfect, but CC:BY is better than nothing. 
Basically, in my own words, we want more people to use this material, and 
if more youtubers will use it if we set this metadata switch to CC:BY 
(from nothing before) then so be it. But, rest assured that discussions 
are happening with Google to support more CC licenses (and CC0 waiver) in 
the future. No ETA/confirmation/anything at this point, but know that 
good people are pushing for good things.
