If you stick with orange, then the first level annotation should be
black on orange. Without seeing it, I think that would work.
The second level is harder with orange. It basically not contrasty,
compared to some other choices.
Green toned down a little bit, so it doesn't look fluorescent?
If anything, you might choose orange for Lowery's original text.
There is no reason it should be easier to read than your commentary!
This may have been mentioned by someone else, but I also was
initially confused about who was writing the better letter. The
layout led me to believe the center text was the better one. But
that's Lowry's letter. The lead-in paragraph needs to make clear who
is talking.
