Hello,
I am the founder of Fundația Ceata (http://ceata.org), a Romanian
foundation for Free Software and Free Culture based in Bucharest with
local teams in other major cities in Romania and Moldova. The
organization is newly incorporated (Feb 2013), but the group has more
than 5 years of activity. Our Free Culture projects include organizing
Culture Freedom Day events, writing articles for our free culture
publication (http://fii-liber.ro) and publishing original free books and
translations of free books (http://cartea-libera.info).
I know that the Free Culture Foundation is the continuation of Students
for Free Culture and that it has a lot of chapters. What I would like to
know is:
1. Is Free Culture Foundation already incorporated as foundation and is
it currently developing any project?
2. Is Free Culture Foundation interested in associations/partnerships
with other Free Culture organizations in different countries (or does it
have to be chapters of FCF)?
Ceata is associated with Free Software Foundation Europe and Digital
Freedom Foundation.

I ask because it is stated in the announcement about the foundation
that:
The Free Culture Foundation seeks to fill a space between these
organizations and bring them together. [refering to major Free Culture
organizations around the world.]
